The National Disaster Management Act, 2012 was formulated to make the activities about disaster management coordinated, objective oriented and strengthened and to formulate rules to build up infrastructure of effective disaster management to fight all types of disaster. This Act provides a legal basis for disaster risk reduction and emergency response management in Bangladesh. To fulfill the objectives of this Act, National and Local Level Disaster Management Committees (DMC) have been formed at all administrative levels.
Local level coordination is recognized as a key component to disaster management as the local people are the most vulnerable to any disaster. Strong institutional capacity and their coordination mechanism lead to a better, more effective disaster management system and ensure stronger community awareness and participation. To ensure local level coordination, District, Upazila and Union Disaster Management Committees are established at all Districts, Upazilas and Unions in Bangladesh.
The Disaster Management Committee (DMC) database portal has been developed under the project Improved Weather and Flood Information System for Community Based Risk and Resource Management under SHOUHARDO III program of CARE Bangladesh supported by USAID and Government of Bangladesh. The database has been populated with information such as phone number,email address, affiliation etc. of District, Upazila, Union and Ward DMC members as well as Union Disaster Volunteers. This portal is used for systematic storage and updating of DMC data and for location specific rapid dissemination of information from national to local level. The operations of this portal are carried out by the Monitoring and Information Management (MIM) department of DDM.
